China To Promote Stable Development of Foreign Trade

China will remain steadfast in its commitment to opening-up, steadily expand institutional opening-up and promote stable development of foreign trade, according to the 2025 Government Work Report.

China will bolster policies for stabilizing foreign trade and support enterprises in securing orders and exploring new markets.

China will improve financial services related to financing, settlement, and foreign exchange, expand the scale and coverage of export credit insurance, and provide more support to enterprises participating in and organizing exhibitions abroad.

China will promote cross-border e-commerce by improving logistics services for cross-border delivery and boosting development of overseas warehouses.

China will expand the functions of overseas economic and trade cooperation zones, boost trade in intermediate goods, and help diversify markets.

China will support the integrated development of domestic and foreign trade and work faster to address issues concerning standards certification, and market channels.

China will promote innovation-driven development of trade in services and enhance the competitiveness of services where China has long held an edge. China will encourage export of services and increase the import of quality services.

China will cultivate new growth drivers, such as green trade and digital trade, and support localities where conditions permit in developing new types of offshore trade.

China will host major trade events to high standards, such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, the Global Digital Trade Expo, and the China International Consumer Products Expo.

China will promote Smart Customs development and cooperation to further simplify customs clearance procedures.
