Human Resource Global Expansion Service Event Held in TEDA

On April 24, the Human Resource Global Expansion Service Event took place at Tianjin Human Resources Service Industrial Park (Binhai Park). The event was hosted by Peking University, Tianjin Municipal Human Resources and Social Security Bureau, and Tianjin Municipal Bureau of Commerce, and co-organized by the Binhai New Area People's Government, the TEDA Administrative Commission, and China North Talent Market.
As a signature event of the 2026 China Human Resources Service Industry Development Strategy Conference and the Beijing-Tianjin-Hebei Talent Cooperation and Exchange Event, the event attracted over 200 participants from human resources departments, HR industrial parks, HR service firms, and professional service institutions nationwide, jointly exploring development pathways to empower talent institutions and support enterprises going global.
Ten Partners Released to Co-build Global Expansion Industry Ecosystem

At the event, partners for industrial park’s global expansion ecosystem was released. Ten partners, including Tianjin TEDA Development Co., Ltd., Zhongtai Rongzhong (Tianjin) Human Resources Co., Ltd., Tianjin Binhai Rural Commercial Bank, and Tianjin Rockcheck Investment Holding Group Co., Ltd., will integrate diverse resources spanning finance, legal services, taxation, higher education, and corporate sectors, working with industrial parks in Binhai New Area to jointly develop a global expansion ecosystem.
Relevant Policies Interpreted to Empower Talent Attraction and Industrial Upgrading

Relevant departments of TEDA provided in-depth interpretations on free trade policies in the Central Business District, highlighting three initiatives advanced by TEDA since the approval of the Human Resources Service Export Base in 2022 by multiple authorities including the Ministry of Human Resources and Social Security and the Ministry of Commerce. The first is platform building. By offering preferential financial support and relevant policies, TEDA has successfully brought together around 150 HR service institutions, service trade entities, digital outsourcing companies, and foreign-related legal service providers, including CIIC, Liepin, and PDR. The second is opening doors. TEDA actively supports service institutions in expanding their business overseas. Currently, 21 overseas service stations have been established through tenant institutions, primarily covering key regions such as the Middle East, Africa, North America, and Southeast Asia. The third is hub development. An International Talent Exchange Center has been set up in the public service area of the export service base, offering one‑stop services for overseas‑bound enterprises, including work visas, residence permits, and overseas investment procedures. An efficient coordination mechanism featuring “1‑hour response, 24‑hour resource matching, and 7‑day local execution” has also been established.
On‑site Case Sharing and Discussions on Global Expansion Trends

During the event, Tianjin Human Resources Service Industrial Park (Binhai Park) delivered a promotional presentation. The One-stop Overseas Service Base for North China (TEDA), together with enterprises and professional institutions such as Tianjin Binhai Rural Commercial Bank, China Merchants Bank, and Huawei Cloud Computing, shared insights in areas including cross‑border talent development, financial empowerment, human resource support, cross‑border services, and digital transformation.
Sideline Events Yield Significant Results, Paired Industries Sparks New Vitality

The “Integration of Two Industries” supply‑demand matchmaking event held on the sideline achieved notable results, attracting 66 exhibitors. Haitong Human Resources secured 15 cooperation intentions on site. Automakers including FAW‑Volkswagen and FAW‑Toyota showcased their latest models and hydrogen energy projects. Consumer goods enterprises such as Yakult and Master Kong achieved good sales of new products and reached multiple cross‑sector collaborations, making good integration of the human resources service industry with the manufacturing industry.
