TEDA Hosts Training on Leveraging Green Scenarios to Boost Investment in National Economic-Technological Development Areas

To accelerate the development of a national-level zero-carbon industrial park and make regional investment attraction more effective, TEDA held a training session on the afternoon of May 8, themed "Leveraging Green Scenarios to Boost Investment in National Economic-Technological Development Areas."Organized by TEDA Steering Office of Investment Promotion, the training session invited Zhang Ligang, Deputy Director of the Green Partnership of Industrial Parks, as the keynote speaker. Investment promotion professionals from various departments of TEDA Administrative Commission and commission-managed enterprises participated in the session.

In the training sessoin, Zhang Ligang closely aligned with China’s "Dual Carbon" strategy, elaborating on the new development environment during the 15th Five-Year Plan period, the opportunities arising from the carbon dual-control framework, and the logic behind investment attraction. Using specific case studies, he shared technical pathways and practical models for zero-carbon industrial park development. He provided an in-depth analysis of TEDA's industrial foundation and green application scenarios within the context of zero-carbon park construction, and offered constructive recommendations on key issues such as aligning industries with the zero-carbon park and promoting green, low-carbon industrial development tailored to local conditions. Following the presentation, Zhang Ligang responded professionally to key concerns from investment promotion personnel. Participants agreed that the training was rich in content and highly relevant. It not only deepens their understanding of zero-carbon parks , but also provides clear guidance for future targeted investment promotion and the implementation of green projects.

As one of China's first batch of national-level development zones, TEDA has always prioritized green development as the foundation for high-quality growth by consistently exploring low-carbon pathways suitable for industrial parks. So far, TEDA has developed a "4+1" leading industrial structure. It is actively promoting the green upgrading of pillar industries, including automobiles and high-end equipment, green petrochemicals, and electronic information. The zone is also fostering emerging green industries such as new energy and energy conservation and environmental protection. It has thus built a distinctive green industrial ecosystem.
TEDA has successively won a number of green honorary titles. These include being among the first batch of National Eco-industrial Demonstration Parks, National Circular Economy Pilot Parks, and National Low-Carbon Industrial Park Pilots.
It has also been recognized as one of the first National Green Industry Demonstration Bases, Global SDG Demonstration Zones, and National Pollution Reduction and Carbon Mitigation Coordination Pilot Parks.
At the end of 2025, TEDA was officially selected into the first national list of zero-carbon park construction pilots. In accordance with its development plan, combining local development features and industrial realities, the zone takes the lead in building TEDA East into a zero-carbon park. The construction is expected to be completed by 2030. Upon completion, it will inject new green momentum into the high-quality economic development of the region.
