TEDA Business District aims to build a headquarters gathering zone of Beijing-Tianjin-Hebei enterprises, a financial innovation demonstration zone, a mark zone of the pilot free trade zone, and an innovation and entrepreneurship pioneer zone. The district makes special efforts to build five industrial clusters including headquarters economy, innovative finance, technology and new generation of information technology, trade and e-commerce, and cultural and creative media. So far, a modern service economic system with clear positioning, clear structure and distinctive characteristics has been formed.

In the future, the district will quicken the joint development with TEDA East, make the advantages of TEDA East on one side and TEDA Business District on the other side, deeply explore the diversified resources of the lower reach of Haihe River such as beautiful landscape, humanistic history and high art, greatly enhance the function, level and image of the city, build ecological and livable environment, and make TEDA East and TEDA Business District the iconic zones of Binhai New Area.
