On May 2nd, 2023, an investment promotion delegation from Tianjin Economic-Technological Development Area (TEDA) kicked off a visit to several European countries including Germany, Finland, and the Netherlands. The delegation will carry out a series of promotional events to introduce Tianjin’s manufacturing competitiveness, hi-tech innovation, and the successful integration of the city with its port and industries. On behalf of Tianjin Binhai New Area, the Partner City of Car Symposium Bochum 2023, the TEDA delegation attended the Symposium and organized the “Binhai, Tianjin Session”. Through a series of business networking activities, the delegation had in-depth exchanges with business leaders and institution representatives in fields like auto and auto parts, new energy and new materials, etc.

Initiated and organized by renowned German automotive economist Professor Dudenhöffer and his team (CAR German Automotive Research Centre), the CAR Symposium Bochum is an important industry event of the German automotive industry and has been taking place for 26 years in a row. The event attracts a galaxy of top decision makers from the auto and auto parts industry every year.

Tianjin Binhai New Area is the Partner City of this year’s event. Mr. Shan Zefeng, Deputy CPC Secretary and Governor of Tianjin Binhai New Area, delivered a video speech at the Car Symposium Bochum 2023. He praised Germany as the largest economy and traditional industrial power in Europe, and the global leader in fields of automobile, machinery manufacturing, electronics and electrical engineering.

Over the years, German enterprises have established a solid foundation for cooperation with Tianjin, especially with Tianjin Binhai New Area thanks to frequent economic and trade exchanges. He also mentioned that as a national-level pilot zone for reform and opening-up, Binhai is a national pilot zone for comprehensive reform, a national demonstration zone for independent innovation, and the first pilot Free Trade Zone in North China. Boasting Tianjin Port, the biggest comprehensive port in North China, Binhai is also the biggest advanced manufacturing base and the gateway of reform and opening-up in North China.

Mr. Shan said that as one of the earliest auto industry bases in China, Tianjin is the country’s second pilot zone for Internet of Vehicles, and aims to foster NEVs and ICVs into new pillar industries. Through promulgating and implementing a series of targeted policies, Tianjin expects to become a world-class NEV and ICV industry hub at an early date. He stressed that currently Tianjin is planning and investing in infrastructures, and exploring more application and testing scenarios for NEVs and ICVs. With market-oriented, global-oriented and law-based investment environment, Tianjin and Tianjin Binhai New Area are looking forward to providing diversified application scenarios and expert+butler-like services to investors from around the world.

During the “Binhai, Tianjin Session”, Mr. Du Chunguo, the Chinese Consul General in Dusseldorf, elaborated on China’s opening-up policies, positive attitude to foreign investment, and expectation for sustained and more in-depth partnership with Germany. Ms. Jin Xianghua, Vice Chairwoman of TEDA, made a presentation about the development trajectory of China’s NEV industry as well as TEDA’s auto industry and its investment facilitation efforts over the years.

Ms. Jin then introduced Tianjin and its auto industry. Tianjin is the biggest coastal metropolitan in North China, a national hub for advanced manufacturing and R&D, with a series of geographic and policy competitiveness such as the renowned Tianjin Port, one of China’s earliest auto and auto parts export bases, its pilot zone for second-hand car export, etc. Tianjin is sister city with 89 cities from 49 countries. The Fortune 500 companies have located over 300 heavyweight projects here. As one of China’s earliest auto production bases, Tianjin began to see rapid upgrading of local auto industry since the 1980s. Today Tianjin is home not only to key automakers such as FAW Toyota, FAW-VW, Great Wall Motors, etc. but also to leading auto parts companies. Thanks to around 40 years of opening-up and the city’s well-founded auto industry, renowned R&D institutions of Vitesco, AVL-List, and Toyota have all settled down in Tianjin, fostering a good auto research atmosphere in the city.

During the Symposium, Jin Xianghua on behalf of TEDA, signed a memorandum of understanding with Prof. Dr. Ferdinand Dudenhöffer of the Symposium, and the CIIPA (Germany). In the future, the three parties will discuss actively to host the Chinese Car Symposium 2024 in Tianjin.

During the Symposium, TEDA delegation also exchanged views with representatives of enterprises and institutions such as the founder of Boparts and the chairman of Automotiveland.NRW on the business environment and development of the automotive industry in TEDA and Binhai New Area.

The delegation will visit companies and institutions in Germany, Finland, and the Netherlands after the Symposium to further promote ongoing projects, expand cooperation, and introduce TEDA to professionals of the auto industry in Europe.
