TEDA Invites Global Talents at the Beijing 2025 Returnees Innovation Season in Capital City
On September 28, 2025, the 2025 Returnees Innovation Season in Capital City, i.e, the 10th China (Beijing) Returnee Investment Forum commenced in Beijing. Representatives from the TEDA Human Resources and Social Security Bureau, TEDA Steering Office of Investment Promotion, and TEDA Science and Technology Bureau attended the forum. Leaders from the Tianjin International Joint Institute of Biomedicine and the National Offshore Talent Innovation and Entrepreneurship Base (Tianjin Binhai New Area) were invited to participate and deliver keynote speeches.
At the event, Liu Daogang, Secretary of the Party Committee of Tianjin International Joint Institute of Biomedicine (TJAB), introduced the location advantages and industrial ecosystem of TEDA, and shared how TJAB, as a national-level comprehensive biomedical service platform, provides pathways for overseas returnees to start businesses in China. Li Guomao, Head of the National Offshore Talent Innovation and Entrepreneurship Base (Tianjin Binhai New Area), elaborated on the Base's distinctive talent attraction model of “overseas innovation – offshore incubation – Tianjin industrialization.” This model breaks through geographical and time constraints for returnee entrepreneurship, fully demonstrating TEDA’s flexibility and inclusiveness in talent recruitment mechanisms.
Overseas returnees are a vital force driving industrial innovation and development. As one of China's national-level development zones with the largest economic scale, the highest degree of open economy, and the most comprehensive investment environment, TEDA has become a fertile ground for entrepreneurship and a highland for development for outstanding talents both at home and abroad, thanks to its solid industrial foundation, superior talent policies, and an open and inclusive business environment. The zone is not only home to high-end talent service platforms such as the national-level China Tianjin Human Resources Service Industrial Park (Binhai Park) and the National Offshore Talent Innovation and Entrepreneurship Base (Tianjin Binhai New Area), but also hosts approximately 190 R&D institutions, including the Tianjin International Joint Institute of Biomedicine. These resources forming a virtuous cycle where talent drive emerging industries, and industries bring talents together.
