Nurturing Future Industries: TEDA Unveils An Action Plan

Recently, the TEDA Action Plan for Nurturing and Developing Future Industries (2025–2027) was officially issued and implemented. Based on TEDA's industrial foundation and strengths, the Action Plan identifies a "4+2+X" future industrial development system and strives to create a nationally leading future industry pioneer zone through ten major initiatives.

The Action Plan outlines development goals for 2027: establishing a "TEDA model" for pioneering future industry zones and shaping the "4+2+X" future industrial landscape. In particular, comprehensive competitive advantages in sectors such as nucleic acid-based drugs, general artificial intelligence, and foundational and critical materials are expected to lead the nation. Regional clustering advantages will be formed in areas like bio-manufacturing, embodied intelligence, and automotive-grade chips. TEDA is expected to break through over 30 key core technologies, develop 30 innovative flagship products, and explore more than 50 typical application scenarios. 150 "future frontrunner" enterprises will be incubated and nurtured, and the size of future industry will reach RMB 50 billion. TEDA aims to become a nationally influential hub for future industries.

To ensure industrial development, the Action Plan outlines ten key initiatives, including: Becoming the Source of Innovation-Driven Technology, Lab-to-Market Transformation, Nurturing the Leaders of Future Industry, Scenario Demonstration and Guidance, Upgrading Open Collaboration, Win-Win Cooperation with Central SOEs Win-Win Cooperation at Local Level with Central SOEs, Formation of Core Talent Teams, Empowerment through Sci-Tech Finance, Strengthening the Function of Park Carriers, and Policy and Institutional Innovation.

Moving forward, TEDA will seize opportunities presented by the new round of scientific and technological revolution and industrial transformation, prioritizing scientific and technological innovation as the core driving force. Through three years of dedicated efforts, TEDA aims to establish itself as a nationally leading pilot zone for future industries.
