Permanent Residency Certificate | For Foreigners with Four Years of Continuous Employment and Their Spouse and Children
I. Eligibility
Applicants applying for permanent residence under this category must comply with Chinese laws, be in good health, have no criminal record, and meet the following requirements:
Foreigners who have worked continuously for at least four years in China at the time of application, with actual residence of no less than six months per year, an annual salary not lower than six times the average annual wage of on-post employees in the region in the previous year, and annual personal income tax payment not less than 20% of their salary income, may apply for permanent residence through the exit-entry administration department of the public security bureau.
The applicant's foreign spouse and unmarried children under 18 may apply together.
II. Documents required
For principal applicants:
1. Valid passport or residence permit.
2. One recent 2-inch front-facing color photo with a white background.
3. Foreigner's Work Permit issued by the State Administration of Foreign Experts Affairs (the validity period must cover the four consecutive years prior to the date of application).
4. Certification letter from the employing unit, including a personal resume, position/title, expertise, and achievements.
5. Registration certificate of the employing unit: enterprises shall provide a copy of the Business License; other organizations shall provide the Certificate of Public Institution with Legal Person Status or equivalent documents. If the employing unit is a foreign-invested enterprise, the Certificate of Approval for Establishment of Enterprises with Foreign Investment in the People's Republic of China or the Foreign-invested Enterprise Establishment Filing Receipt and the Foreign-invested Enterprise Modification Filing Receipt must also be submitted.
6. Proof of salary issued by the employing unit covering the four consecutive years prior to the date of application.
7. Proof of individual income tax payment for the most recent four years issued by the tax authorities.
8. Certificate of no criminal record from abroad.
9. Health certificate.
10. Other necessary relevant supporting documents.
For the spouse if applying concurrently:
1. Valid passport and visa or residence permit.
2. One recent 2-inch front-facing color photo with a white background.
3. Marriage certificate.
4. Certificate of no criminal record from abroad.
5. Health certificate.
6. Other necessary supporting documents.
For unmarried children under 18 if they apply concurrently:
1. Valid passport and visa or residence permit.
2. One recent 2-inch front-facing color photo with a white background.
3. Birth certificate or proof of parent-child relationship; adoption certificate if applicable.
4. Other necessary supporting documents.
III. Notes
1. Documents issued abroad must be authenticated by the Chinese embassy, or consulate, or by the Hague Apostille and translated into Chinese by a certified translation agency, with stamps and cross-page seals.
2. Ethnic Chinese of other nationalities must undergo nationality verification in accordance with the Nationality Law of the People's Republic of China and related regulations. Those who have not cancelled their Chinese household registration must do so before applying.
3. If an ethnic Chinese individual has changed their name after acquiring foreign nationality (i.e., the English name is not a transliteration of the original Chinese name), relevant supporting documentation must be provided.
