Powered by the TEDA Smart Environmental Platform, TEDA strengthens policy guidance to continuously improve urban environmental governance and livability.

In 2007, TEDA took the lead in China by introducing a green development incentive policy. By the end of 2024, it had subsidized more than 1,700 projects with a total funding exceeding 750 million yuan, while securing nearly 450 million yuan in upper-level funding during the same period.

For the new energy industry, TEDA formulated the TEDA Work Plan for the Pilot Promotion and Application of Methanol Vehicles. In areas such as carbon reduction, pollution control, and green building, it issued a series of policy documents, including the TEDA Green and Low-Carbon Development Promotion Measures, forming a comprehensive policy framework.

The establishment of the TEDA Smart Environmental Protection Platform has enabled full life-cycle intelligent management. The platform was selected as atypical case by the Ministry of Ecology and Environment.

TEDA integrated the approval of environmental impact assessments and pollutant discharge permits, and introduced the connected mechanism of environmental assessment at the levels of planning and project, making enterprise access approvals more efficient. It took the lead in promoting carbon footprint assessment for local enterprises, initiating public building energy consumption monitoring projects, and advancing the establishment of an industrial symbiosis system within the park. Through the development of a low-carbon industrial pilots, TEDA has fostered a positive trend where emerging industrial clusters promote low-carbon development, while traditional industries pursue a low-carbon transformation.
