Economic Potential

Quality and efficiency of development was effectively improved. Throughout 2024, TEDA saw strong economic growth. 

●Throughout the year, TEDA saw 12,611 new market entities of various types registered, together with 343 new enterprises over designated scale.

● Regional GDP reached 258.1 billion yuan, an increase of 5.8% over the previous year. For the first time in five years, TEDA’s growth rate has surpassed that of China, Tianjin and the Tianjin Binhai New Area simultaneously, changing from a follower to a front runner. 

● Total output value of industries above designated size reached 544.25 billion yuan, and the added value of industries above designated size increased by 0.48%. TEDA continued to  lead the high-quality development of Tianjin. 

● The actually utilized foreign capital was US$855 million, strongly supporting Tianjin's export-oriented economy. 

● 338 projects highlighted by Beijing-Tianjin-Hebei collaborative development settled down in TEDA throughout the year, with an agreed investment of 202.2 billion yuan.

● The total investment in fixed assets exceeded 50 billion yuan for the first time, increasing by 2.9% over a high base of the previous year and accounting for more than 10% of Tianjin’s total. In the overall fixed assets investment, industrial investment accounted for 71.3%.

●25 SOE projects settled down in TEDA, along with several tier-2 or tier-3 SOE headquarters of PipeChina, CHN Energy Coking Coal, PetroChina Bonded Fuel Oil, and Xinxing Cathy Research Institute.

Economic structure continued to improve.

Value-added of strategic emerging industries in TEDA accounted for 40.7% of that of all its above-designated industrial enterprises, while the proportion of high-tech manufacturing accounted for 31.2%. Revenue of producer services increased by 10%. Revenue of technology services increased by 15.7%. All these laid a solid foundation for sustainable development.

International Cooperation  

TEDA and the Eastern Economic Corridor of Thailand Signed a Letter of Intent for Cooperation. 

The two sides agreed to establish close economic and trade cooperation, give full play to their respective advantages and sharing experience about industrial parks with each other, connect enterprises of both sides along the industrial chain and supply chain, and carry out exchanges and cooperation in scientific and technological innovation, green and low-carbon development, human resources and skills development, etc. 

TEDA and the China Innovation Center of the United Arab Emirates Signed a Memorandum of Cooperation. 

TEDA and the United Arab Emirates China Innovation Center agreed to jointly build a comprehensive service platform for trade, investment and innovation cooperation between the two places, expand the circle of friends for entrepreneurs from Tianjin and Dubai, and provide all-round and multi-dimensional assistance to enterprises to invest and start up businesses in each other’s places. 

Innovation Entities

TEDA Embraced More Innovative Entities

TEDA saw another 10 national-level specialized and innovative “little giant” enterprises, 51 new municipal-level innovation-driven SMEs, 7 municipal-level champion enterprises, and 77 specialized and innovative SMEs. 

Higher R&D Capacity and Efficiency 

TEDA’s regional R&D expenditure exceeded 10 billion yuan, with the registered transaction volume of technology contracts exceeding 21 billion yuan, both ranking No.1 in Tianjin. Throughout the year, we saw 13 new R&D institutions(including engineering & technology centers, engineering research centers, enterprise-owned technology centers, and enterprise-owned key labs), and the total number of R&D institutions of provincial or ministerial level reached 190.

S&T Achievements 

Scientific and technological innovation reached new height.

27 research achievements from 20 TEDA enterprises were selected as the 2024 Tianjin Science and Technology Award Winners. Among them, there were 1 special prize for scientific and technological progress, 5 first prizes, and 16 award-winning projects with TEDA enterprises as the first contributors. The number of award-winning achievements reached a record high, covering key industrial fields such as aerospace, biomedicine, and new energy and new materials. TEDA’s independent and original innovation capabilities have been continuously enhanced, adding more fuel to regional industrial upgrading and high-quality development.

Cultural Activities 

A Vibrant City

Through series festival and theme activities such as the Shining the Chinese New Year Lantern Festival Carnival, the Reunion under the Full Moon 2024 Fun Lantern Show, and the Tianjin Binhai New Area Dragon Boat Competition, as well as the 2024 TEDA Spring Life Festival, 2024 TEDA Summer Art Season, the 2nd Tianjin Binhai New Area Seaside LOHAS Festival, TEDA visibly further uplifted its culture life and regional image, and enhanced satisfaction of local residents.

TEDA’s Feature Industrial Tour 

TEDA offers 10 feature industrial tourism projects including tours to the sites of FAW-Volkswagen, Master Kong, Yakult, and Otis. Other local tourist attractions such as the Tianjin Polar Ocean Park, Chaoyin Temple, Beitang Ancient Town, and Binhai Cultural Center have received more than 1 million tourists. 

The Yuxiang Area Non-motorized Transit System Completed 

In January 2024, TEDA launched the Yuxiang Area non-motorized transit system project, with a total length of about 3.5 kilometers. The route organically connected local landmarks such as the Polar Ocean World, Moon Island, Ribbon Park, Riverside Park, and Tianjin Juilliard School. Continuous, safe, convenient, comfortable and healthy, it is a low-carbon and eco-friendly option for strollers, joggers and cyclists.

Fully-fledged Education System 

Optimized Allocation of Educational Resources

Yaohua Middle School Binhai School, TEDA Yueyangdao Primary School, East China Normal University Affiliated School and the Senior High School of TEDA No. 1 Middle School successfully opened, making TEDA’s matrix of schools more complete. Throughout 2024, there were 3,780 new enrollment quota in TEDA’s senior high schools, 1,620 new ones in junior high schools, and 3,240 new ones in primary schools.

As of the end of 2024, TEDA had a total of 39 educational and teaching research institutions: 9 primary and secondary schools, including 8 public schools and 1 private school; 27 kindergartens, including 11 public kindergartens and 16 private kindergartens; and 1 Youth Palace. There were more than 23,000 students and children enrolled, and more than 1500 teaching faculty members. The inclusive rate of preschool education was 100%, covering all the enrollment demand of school-age children from TEDA’s registered households for public schools. The enrollment rate and consolidation rate of compulsory education both reached 100%.

Successful Collaboration of Industries and Education

TEDA’s Industry-Education Consortium welcomed 30 new members, with a growth rate of more than 11%. Novo Nordisk and Tianjin Bioengineering Vocational and Technical College opened new experimental classes for TEDA’s biomedical industry-education consortium. SinoMed jointly launched tailored classes with the Tianjin Bioengineering Vocational and Technical College, and jointly set up the Beijing-Tianjin-Hebei Biomedical Curriculum Development and Application Center together with Tianjin Academy of Educational Sciences Research Institute and Tianjin University.

Visible Progress in Community Inclusive Childcare

The annual childcare goal of 4 kindergarten enrollment quota per 1,000 people in the Tianjin Binhai New Area was attained, improving childcare accessibility for TEDA residents. The Heping District Nursing Home joined hands with TEDA to set up the Binhai Heping Nursing Home, creating the TEDA Model for Childcare, integrating medical services with education, effectively improving the level of infant health management, child health care, and childcare services.

Employment

In 2024, TEDA created 84,651 new jobs.

Attraction and Cultivation of Talents

In 2024, TEDA attracted a total of 4,000 middle and high-level talents and paid 150 million yuan of policy subsidies to various talents. Throughout the year, 1,139 “Haihe Talents” settled down, with undergraduate or above accounting for more than 80%.1,828 talents settled down in the Tianjin Binhai New Area. Throughout the year, 10 people were recommended to acquire national-level honorary titles, 7 postdoctoral scientific research sub-stations were established, and 28 postdoctoral candidates were introduced to the region.

Talent Cultivation

TEDA saw the approval of China’s first ventricular assist device application technology training base within the region. TEDA has trained 21 cardiac surgeons for 16 leading domestic medical institutions such as Peking Union Medical College Hospital and 301 Hospital (Chinese PLA General Hospital), and introduced to the rest of China the technology and practice of left ventricular assist device implantation in patients with end-stage heart failure.

Human Resources and Social Security Services

TEDA provides butler-style talent services to enterprises, solving their problems and difficulties about day-to-day operation and policy interpretation in advance. Through the Taishengshi(TEDA the Troubleshooter) platform, TEDA released more than 300 articles to interpret policies for enterprises and local residents, with cumulative clicks of these articles exceeding 120,000.

Social Security Services

Throughout 2024, we coordinated and resolved school enrollment and transfer for 243 children of executives and employees of 50 companies, involving kindergartens, primary and secondary schools.

Expanding Coverage of Social Security

Throughout 2024, pension-insured population increased by 30,613 in TEDA. Several rent-exempted(for certain period) apartments for job seekers were put into operation. 

Rent Subsidy for Job-seekers Apartments

TEDA Wonderhome Apartment, operated by TEDA Zhujia Asset Management Co., Ltd., was selected as supplier of the job seekers’ apartments through public bidding, providing a total of 20 flats with rental subsidy standard at 120 yuan/flat/day.

Protection of the Rights and Interests of Women and Children

As of the end of 2024, women accounted for 36.9% of employees in industrial enterprises above designated size in TEDA. We invited public welfare lecturers to carry out women’s legal empowerment programs, benefiting more than 12,000 female employees.

As of the end of 2024, there were 100 medical and health service institutions in TEDA. Among them, there were 10 general hospitals, 3 specialized hospitals, 48 other medical institutions run by social forces, 1 community health service center, 8 community health service stations, and 30 enterprise-owned health stations. There were 2,559 health technicians and 1,148 doctors. There were 1,329 hospital beds, and 2.0687 million people were diagnosed and treated throughout the year.

Streamlined Medical Treatment Process

TEDA Hospital has adopted a multidisciplinary diagnosis and treatment system (MDT) and successfully implemented a unified sickbed distribution system, improving bed utilization rate to over 80% throughout the year. Its day surgery clinic allowed patients to finish appointment for registration and appointment for surgery, hospitalization,and surgery within 24 hours or 48 hours.

Convenient Medical Treatment

TEDA has been encouraging Internet hospitals to operate in accordance with laws and regulations, and facilitating doctors from Beijing and Hebei Province to provide medical services in the region. By 2024, 24 Internet hospitals were already in operation in TEDA. TEDA Hospital provided “Internet + online diagnosis and treatment” and “Internet + nursing” services to patients within a radius of 10 kilometers around the hospital. TEDA International Cardiovascular Hospital Internet Hospital provided comprehensive online diagnosis and treatment to 67,322 people in 2024, saved the lives of 5 patients via 120 helicopter ambulances.

Sports in TEDA

As of the end of 2024, TEDA had a total of 853 sports venues, with sports venue area totaling at 931,500 square meters and a per capita stadium area of 4.66 square meters. There are a total of 115 sports institutions, including 59 off-campus sports training institutions, 18 swimming venues, 1 diving venue, and 22 indoor gyms. 

A total of 498 sports-for-all competitions of various types were held, involving 29 enterprises and 37,214 residents. More than 31,000 people participated in national physical fitness monitoring.16 Super League competitions were held at TEDA Football Stadium.

TEDA now has 22 communities, covering 166 residential communities with 73,383 residential buildings and 120,000 permanent residents. The relief of low-income households and disabled people has been proceeding orderly, with visible progress in aging-friendly services.

Community Public Welfare Activities

Continuous Volunteer Service Activities

As of the end of 2024, TEDA had 163 registered volunteer service teams, and the total number of registered volunteers via the  TEDA Loves You service platform has totaled 197,585. 

Diversified Charitable Activities

 A total of 43 charity projects for aid to students, elderly assistance, disabled assistance, medical assistance, aid to the needy and disaster relief were rolled out. Annual community donation  revenue totaled 8.5705 million yuan, of which money donation was 8.5236 million yuan and materials donation was 46,900 yuan. Donation expenditure totaled 8.7179 million yuan, of which 8.671 million yuan was money donation expenditure and 46,900 yuan was materials donation expenditure.
