No.1 in Tianjin! TEDA Comprehensive Bonded Zone Approved General Taxpayer Qualification Pilot

Recently, State Taxation Administration issued a reply, which approved the implementation of the VAT general taxpayer qualification pilot after the filing of seven comprehensive bonded zones across the country. Tianjin TEDA Comprehensive Bonded Zone was among them, becoming the first comprehensive bonded zone approved in Tianjin.

In 2019, the State Council launched Guidelines on Promoting the High-level Opening and High-quality Development of Comprehensive Bonded Zones, which endowed the Comprehensive Bonded Zone with 21 innovative development policies. It is one of the policies to promote the pilot of VAT general taxpayer qualification in comprehensive bonded zones. Relying on this policy, enterprises in the zone can apply for general taxpayer qualification on a voluntary basis, and their domestic-selling goods can issue special VAT invoices according to regulations, while outsourcing domestic goods can be deducted from VAT input tax or apply for export tax rebate with special VAT invoices, so as to better improve domestic sales.

The predecessor of Tianjin TEDA Comprehensive Bonded Zone was Tianjin Export Processing Zone, which was established with the approval of the State Council in April 2000, and passed the national acceptance and started operation in June 2001. On December 26, 2019, the State Council approved the integration and optimization of Tianjin Export Processing Zone into Tianjin TEDA Comprehensive Bonded Zone with a planned area of 1.06 square kilometers. The approval of this pilot will provide strong policy support for the zone to accelerate the introduction of high-quality incremental projects such as international trade, advanced manufacturing, R&D and design, and inject strong impetus into the zone’s transformation, upgrading and innovative development.
